What purpose does sending that out have, except to annoy?

California DMV...

We went to the San Francisco DMV today to get our CA drivers' licenses. I figured the DMV would be all slick, new, and modern -- way beyond what stone-age Pennsylvania had, for sure. Instead, we found a fairly old-fashioned DMV (the only one in SF?!?) that was packed, slow, and had few of the niceties that Pennsylvania DMVs had. California takes 4-6 weeks to mail you the license. The tests are paper tests, graded by hand. The "calling-up-by-name" feature was done on CRT TV screens, although I suspect it was a computer image. It was strange. At least Ilsa and I both scored 100% on our driver's ed tests. I guess we studied too much!
